* WHAT...Very cold wind chills as low as 5 to 15 degrees

* WHERE...A portion of central Alabama.

* WHEN...Until 10 AM CST Friday.

* IMPACTS...Frostbite and hypothermia will occur if unprotected skin
is exposed to these temperatures. An extended period of
subfreezing temperatures could cause pipes to burst.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.

Keep pets indoors as much as possible.

Make frequent checks on older family, friends, and neighbors. Ensure
portable heaters are used correctly. Do not use generators or grills
inside.

To prevent freezing and possible bursting of pipes they should be
wrapped, drained, or allowed to drip slowly.

Tennessee...

Tennessee River At Clifton affecting Perry, Decatur, Hardin and
Wayne Counties.

For the Tennessee River...including Clifton...elevated river levels
are forecast.

* WHAT...Flooding caused by excessive rainfall continues.

* WHERE...Tennessee River at Clifton.

* WHEN...Until further notice.

* IMPACTS...At 364.5 feet, In Decatur County, water begins to
inundate portions of Scenic Lane in the Russ Farm area and access
may be limited to some houses along the river.
At 365.0 feet, In Decatur County, low lying areas of the
Riverstone Marina become inundated.

* ADDITIONAL DETAILS...
- The river was estimated to be at 365.5 feet Thursday morning.
- Forecast...The river is expected to fall to 361.7 feet
Tuesday morning.
- Action stage is 364.0 feet.
- Flood stage is 370.0 feet.

* IMPACTS...At 369.0 feet, Box Elder Drive is flooding just east of
the bridge over Beason Creek. Stadium Drive is flooded at
Musselers Lane.

- At 11:15 AM CST Thursday the stage was 369.1 feet.
- Forecast...The river is expected to rise to a crest of 369.1
feet this afternoon.
- Action stage is 365.0 feet.
